I did the mission Ventra Cemetary, how come it won't allow me to do Kodonur Crossroads?

You need to do these primary quests before you can do Kodonur Crossroads:
The Council is Called → To Vabbi! → Centaur Blackmail

also make certain you have zhed in your party, if you don't have him you can't do the mission
